About project

State Support in Culture and Sports Project aims to increase transparency in public grants for sports and culture by concentrating already available information in one place, interpreting and visualizing it. We hope that the application will become a place for an informed discussion on desired goals and efficiency of public grants schemes.

The portal provides information on major donors, grantees and supported projects in sports and culture, mostly from 2004 to 2010.

Data:

The portal focuses on central government’s grant schemes such as ministries. At the moment, the application does not contain data on private donors (various foundations), regional governments or municipalities.

Database contains following data:

  • Ministry of Culture Grants; 2004 2010 (2004 and 2005 processed only partially)
  • Ministry of Education Grants (026 “National Program of Sport Development”); 2004 – 2010
  • Audiovisual Fund Grants; 2010
  • Financial transfers or budgets of institutions funded by the government or ministries; 2004-2009
  • Prime Minister’s Reserve Fund Grants; 2004-2010

We could use your help in updating the data, and adding new subjects.

Data Quality and Limitations

Despite all precautions taken, some level of data noise (errors) is to be expected, especially with sources we mark problematic. We expect most errors come from invalid original data (as provided by institutions) or during transfer and process. As a rule of thumb, +/- 10% tolerance should do.

Ministry of Culture data since 2006, Audiovisual Fund Data and Prime Minister’s Reserve Fund data should be generally of a good quality with reservation to grantees. Some grantees names had been redacted by the institutions due to claimed privacy issues, and some grantees are listed multiple times due to different spellings and their addresses. This issue impacts search and aggregate results accuracy.

Ministry of Education data from 2005 to 2009 had to be scanned from the paper originals and transferred manually to the database. Despite multiple precautions and checks, one of the following issues might surface – typos, wrong amounts, missing or multiple entries.

Ministry of Education data with suspected poor quality is from 2006 and 2010, as well as datasummarized in this document (Slovak only).

Data Classification

Data Classification in based on modified grant schemes of Ministries of Education and Culture. Major modifications included renaming of the schemes and „mapping“ of the schemes with same or very similar goals. Mapping of the schemes (culture) document is available here (in Slovak only).

Help us clean and process more data – you need some time at your hands and semi-advanced spreadsheet skills. Ideally, you speak some Slovak or Czech.
